Every university has its own rules and budget cut usually translate in more teaching for professors and PhD students. Do not try to take action alone (just my 2 cents). If you think that what they are proposing is not acceptable get in touch with the rest of the PhD students and discuss a join and shared line of action.
You may want to check with the student office or a similar office at your university. In general if the external member like the idea and is willing to take some actions that should be possible.
